For many months, Mr. Jon Vick has persisted in communicating inaccurate information about the Valley Center-Pauma USD land purchase. Accurate information about the purchase of the former Cal Fire Station, adjacent to Valley Center Elementary School is as follows in this letter.
Mr. Vick states that the property could have been purchased for $1.00. In 2009, the State Legislature passed a new law, Government Code 11011.1, which states that the State of California, Department of General Services (DGS), must put surplus property out to bid. The DGS posted the surplus property's notice on the internet on October 4, 2011 and the notice explained that this would be a competitive pubic bid offering. A competitive public bid means that all bids are submitted "sealed" or confidential. The email I received from DGS also included Mr. Vick in the list of email recipients. Included on page 5 of the official Bid Opening by the State of California is the following, "The property does not appear on the National Registry of Historic Places or on any State historic website."
The School District submitted a sealed bid of $255,998. The School District was the only agency or person to submit a bid and the School District bid was approved.
Mr. Vick continues to state that the School District is spending funds on legal fees. In March 2012, a group of which Mr. Vick is a member filed a complaint against the School District and the Court dismissed the case in August 2013. After the Court dismissed the case, that same group filed an appeal and demanded a settlement agreement. It is the group to which Mr. Vick belongs that is causing the School District to spend money defending itself.
The School District is currently completing an Environmental Impact Report where Mr. Vick and every other member of the public have been and are invited to comment and participate. We look forward to having sports fields available for our students and community members in the near future.
