Sheriff Department announces command staff changes
March 19, 2014Sheriff Bill Gore is pleased to announce changes in his command staff. With the retirement of Assistant Sheriff Patricia Duke today, Assistant Sheriff Mark Elvin is now in charge of the Law Enforcement
Services Bureau. Commander Rich Miller was promoted to Assistant Sheriff and now serves as head of the Detention Services Bureau. Captain Mike Barnett was also promoted to Human Resource Services Bureau Commander. Gigi McCalla will now serve as Law Enforcement Bureau Services Commander and Timothy Curran will now serve as Detention Services Bureau Commander.
The Sheriff is thankful for Patricia's nearly three decades of service and wishes her the best in her retirement. Sheriff Gore says: "Pattie has served with distinction, professionalism, and a wide breadth of experience. I will miss her personally and professionally and wish her and her family a wonderful retirement. "
Assistant Sheriff Elvin started his career with the Sheriff's Department in 1989 at the Vista Detention Facility and served alternately in the Detention Services Bureau and Law Enforcement Services Bureau as a deputy, sergeant and lieutenant. In February of 2008, he was promoted to captain in the Human Resources Bureau. He then led the Poway Station until his promotion to Law Enforcement Commander in April of 2011.
Mark has a Bachelor of Science degree from Northern Arizona University and a Master of Arts degree in Organizational Leadership from Azusa Pacific University.
Assistant Sheriff Miller joined the Sheriff's Department in 1992. He is now responsible for managing the day-to-day operations of the county jails. He is an integral part of the Sheriff's Executive Management Team.
He worked as a deputy at various detention facilities and was promoted to sergeant and lieutenant while assigned at the George Bailey Detention Facility in Otay Mesa. Rich was promoted to captain in 2006 and served as facility commander of the Vista Detention Facility.
In 2008, he was promoted to commander. He managed the needs of the inmate population including medical and food services. He is a member of the Sheriff's Critical Incident Review Board, Senior Leadership Committee, Sheriff's Operations Planning Committee, Inmate Welfare Committee and the Detentions Services Bureau Committee.
Rich is currently pursuing Bachelor of Science degrees in Administration of Criminal Justice and Theology.
Commander Barnett became a deputy in 1991. He began his law enforcement career working in a jail and soon transferred to patrol and then various investigative assignments. He was promoted to sergeant in 2001 and worked various assignments including the Internal Affairs and Criminal Intelligence Units. As a lieutenant he was assigned as a station commander at the Fallbrook Substation and oversaw a large reduction of crime during his time there.
Mike became captain of the San Marcos Station in 2011. He launched the Information-Led Policing program. It involves tracking known offenders and their associates. The information is then tied to actual crimes and resources are devoted to high crime areas or hot spots. His most recent assignment was at the Personnel Division where he oversaw the selection, hiring and human resource management of the 4,000 employee department.
Commander Barnett holds a Bachelor of Arts in Communication from San Diego State University.
