Two arrested following Valley Center chase

Two men were arrested in Escondido following a chase through Valley Center, Oct. 18. Mena Lazaro, 43 and Kevin Starks, 41 were both taken into custody following the chase which originated in Valley Center.

The chase began following a Be on the Lookout (BOL) issued by Escondido Police Dispatch for a stolen Toyota Highlander with New Mexico plates.

According to a San Diego County Sheriff’s department press release, Valley Center Deputies located the vehicle on Valley Center Road near Mac Tan Road in Valley Center shortly before 6 a.m.

“Deputies attempted to stop the vehicle but the driver fled causing a pursuit,” the releases states noting deputies pursued the car westbound on Valley Center Road toward Escondido.

Escondido Police attempted to stop the car utilizing a spike strip but the driver evaded the strip by driving around it.

The pursuit continued into Escondido where the driver pulled into an apartment complex in the 600 block of north Quince where he “attempted to evade deputies and Escondido Police by ramming an exit gate,” the release states.

The driver, Starks, then fled from the car on foot and was located hiding in the apartment complex and arrested. Lazaro, a passenger was arrested inside the vehicle. Both were charged with a number of felonies and booked into the Vista jail.

No injuries were reported during the incident.
