WHAT'S DEVELOPING?
More growth in VC than ever before.
Valley Center is a small town community where
developments, both commercial and residential, are in both the
active and planning stages. Currently there are residential projects
totaling 3,629 units on 2772 acres and 166,000 acres in commercial
square footage in some form of activity.
The town’s proposed commercial development
is dependent upon the densities now being discussed as part of
the General Plan Update, which could go to the Board of Supervisor
for a vote as early as the fall of 2010.

concentrating on the VC community plan and if you want to be part

Current Valley Center Projects (as of February
2010) that have been filed with the county and are somewhere along
the review process, are as follows:
• Butterfield Trails.
This project (formerly called Butterfield Ranch) on Sunday Drive
& VC Road is owned by the Alti Corporation/Wayne Hilbig and
designed by Bill Lewis, architect. It proposes 66 units on 57
acres. It was unanimously approved by the planning group (PG)
in 2008.
• Castle Creek Condos.
Sixty-three units in seven 3-story buildings on four acres at
the Castle Creek Country Club are proposed by TWA Communities/Tim
Palmquist. The project is active although the PG recommended denial.
• La Questa de Pauma.
A proposal by the Harlan Beck Family Trust for 51 lots on 274
acres south of Pauma Heights. This project has not been active
for the last six months.
• Lilac Ranch (on West
Lilac Road). A project of 354 units on 949 acres at 31988 Lilac
Rd. proposed by Lou Wolfsheimer/Abbie Wolfsheimer Stutz. From
the planning group’s perspective, this project is inactive,
although the PG supported it in concept in 2007.
• Live Oak Ranch. A project
proposed for 142 units on 307 acres at Valley Center Road &
Cobb Lane by MSK Development Group/Joseph Gallagher has gone through
foreclosure and is bank owned.
• McNally Road TPM. A
single family residential subdivision of 87.25 acres into five
parcels on McNally Road, west of Oak Glen, owned by Fallbrook
Development and proposed by Landmark Consulting. PG has recommended
approval.
• Miller Road Center.
A gas station, retail, restaurants and office project proposed
for the northeast corner of Miller & Valley Center Roads,
owned by Jerry Gaughan and Napoleon Zervas and proposed by Valley
View Properties. PG and the VC Design Review Board (DRB) recommend
approval.
• North Village East Commercial.
A village commercial project of 150,000 sq. ft of commercial development
proposed for the northwest corner of VC and Cole Grade Roads by
Weston Communities (i.e. Herb Schaeffer). PG and DRB have supported
the concept.
• North Village East Residential.
A residential subdivision intended adjacent to the North Village
East Commercial Project. It is is also owned by Weston Communities
in conjunction with the Matics, Wiseheart, Horne, Lambert and
Russell families. They are processing the project as Weston-Valley
Center LLC. It proposes 588 residential units on 75.4 acres. PG
supports the concept.
• North Village West.
A village commercial, residential subdivision on 45 acres owned
by Valley View Properties (Jerry Gaughan and Napoleon Zervas)
located at the northeast corner Miller & V C Roads to the
northwest corner VC & Cole Grade Rds. Both the planning group
and DRB support the concept.
• North Village. Water
Reclamation Facility & commercial, residential subdivision
south of VC Road, between Miller and Indian Creek. This includes
a commercial wastewater facility to serve this project and adjacent
projects. Planning group and DRB approve of the concept.
• Orchard Run. Due to
come before planning commission in March. This residential subdivision
of 118 acres and 300 units proposed by John Belanich is located
behind the old Konyn Dairy and is bordered by Betsworth, Lilac
and Mirar de Valle. PG and DRB have recommended denial but the
project remains active.
• Segal Ranch (formerly
named Spanish Trails, and Loranda). Proposes 156 units on 436
on the southwest corner of Cool Valley & Cole Grade Roads,
should come before the PG by the end of the year. The single family
residential subdivision is owned by Gary Romoff and proposed by
Romoff and Michael Wunderlin.
• Valley Center Community Church
(20 acres west of Cole Grade & Fruitvale). Approved by the
planning commission last November. This phased project includes
a church campus.
• Valley Center Sustainable Community.
Proposed by the Accretive Group for 1,900 units on 400 acres between
Nelson Way, Circle R and West Lilac near I-15. This is a commercial
and residential subdivision that has been turned down by the PG
and the director of planning of the Dept. of Planning & Land
Use, but will go before the planning commission in March.
